Started in April 2020, Catalyste+’s international development program aims to advance women’s economic empowerment and gender equality by applying a gender sensitive value chain approach. In this program, Catalyste+ plans to engage highly experienced Catalyste+ Advisors (CA) in short term field assignments to improve opportunities, rights, participation and the role of women in selected sectors including agribusiness, tourism and nutrition. Catalyste+ works closely with developing country partners to design capacity-building activities to be implemented by Volunteer Advisors with support of local staff members and experts.

SUMMARY

Reporting to the Director, International Services, assist in driving Catalyste+’s vision in all aspects of program design, implementation, development and management. Provide strategic leadership of activities to meet local needs and donor priorities by managing country programs and project team members in field offices; collaborating with support functions in head office to maximize value for money and efficient delivery of program; contribute to development of new programs in accordance with approved Catalyste+ policies and guidelines.

 

PRIMARY RESPONSIBILITIES

1. Leadership & Program Management

  • Provide ongoing supervision, leadership, support, guidance and mentorship to Country Representatives and field office teams
  • Provide leadership in program planning, implementation including assignment design in alignment with sector strategies, to achieve program objectives, in compliance with policies and procedures
  • Drive the development of sector strategies, based on local context and donors priorities, with technical support from the program development team and inputs from lead CAs, in-country staff, local partners and stakeholders
  • Collaborate with CAs, in-country staff and other functional groups to develop and track operational plans in alignment with Catalyste+’s strategy
  • Collaborate with Monitoring & Evaluations team to ensure robust monitoring and evaluation, accountability, quality data collection and analysis systems are implemented, adhered to and used as a decision-making tool
  • Assist in developing reports and work plans, in collaboration with field staff and other departments

to effectively manage project progress and ensure timely completion of project deliverables

  • Visit and provide in-country support to project teams and carry out field monitoring visits as required

2. Program Development

  • Work closely with the Director, International Services and the Program Development team to identify and develop new initiatives and opportunities
  • Ensure integration, in collaboration with thematic specialists, of crosscutting themes into program activities in alignment with donor priorities, local context, learnings from program activities/results
  • Enable integration of local knowledge of gender sensitive issues into project activities
  • Provide consistent messaging on accountabilities for achieving gender equality outcomes
  • Apply the findings of the gender-based analysis as central to the project design
  • Focus the gender equality strategy and relevant outcomes in project implementation and monitoring
  • Involve gender experts in discussions, monitoring, reporting and decision-making
  • Collaborate cross-functionally to support development of meaningful marketing plans and materials and oversee social media and relevant communications platforms done by field offices

3. Organizational Learning

  • Develop evidence-based recommendations for senior management
  • Support the development of MEL plans as per donor priorities, Catalyste+’s strategy and local context
  • Contribute to the development of policies, procedures and guidelines relevant to International Services, in consultation with external and internal stakeholders
  1. Compliance
  • Administer assignments led by Catalyste+ Advisors and other activities in collaboration with other departments ensuring proper use of Catalyste+’s management information system
  • Develop budgets and ensure appropriate financial management of country programs and field offices
  • Ensure compliance with procedures and policies related to security, code of conduct, conflict of interest, misconduct, harassment and other administrative matters

WHAT YOU NEED TO SUCCED

  • Minimum of 5 years of experience of working in international economic development projects in a donor funded setting
  • Professional Degree in an area relevant to the described responsibilities
  • 3-5 years of experience in managing, designing and implementing international projects applying a gender sensitive value chain approach
  • Sound knowledge of gender equality and women’s economic empowerment
  • Sound knowledge of at least one of the following areas – agribusiness, tourism & hospitality, nutrition, green technology
  • Fluent in speaking, reading and writing English
  • Fluent in speaking, reading and writing French
  • Field experience, an asset, in one of the following regions- Sub-Saharan Africa, Latin America, Asia or the Caribbean
  • Knowledge of RBM and other participatory methodologies in program management
  • Effective at managing a team remotely
  • Excellent organizational, presentation, interpersonal and meeting facilitation skills
  • Excellent conceptual and analytical skills
  • Entrepreneurial, result-oriented and driver for innovation
  • Proactive, independent and able to manage multiple tasks at the same time
  • Knowledge of responding to donor requirements in documentation and communique
  • Ability to lead a team to achieve goals in a cross-functional environment
  • Available for travel, sometimes at short notice
