About Us

The Physician and Provider Services Division (PPSD) is accountable for policy development, negotiations, and mediation or arbitration, where applicable, and the implementation of agreements between government and certain health care provider associations. The division recently modernized its organizational structure to better align with their business objectives and is looking for new staff who are ready to learn and are passionate about contributing to the lives of Ontarians through the work we do.

The Provider Negotiations Management Branch is a new branch, created to lead the negotiations process for the ministry with health care providers, including the Ontario Medical Association (OMA), the Association of Ontario Midwives, the Ontario Association of Optometrists, and the Ontario Dental Association.

What can I expect to do in this role?

As a Senior Negotiator, your role will include:

– Leading, or contributing to, concurrent projects, negotiation teams and committee work involving a range of stakeholders
– Developing and implementing communication strategies to engage stakeholders in issues analysis and dispute resolution
– Providing input to the development and implementation of strategies and mandates for the negotiation of accountability agreements and contracts
– Conducting comprehensive analyses and reporting of information throughout the negotiation process
– Ensuring effective project leadership, facilitating project stages, transitions, and issues resolution
– Serving as senior expert and conduit of information between health care providers, health care organizations, and the ministry
– Developing and maintaining critical consultation and liaison with provincial stakeholders
– Providing technical expertise, advice and oversight on all aspects of negotiations, advising on strategies and best practices

How do I qualify?


– Working knowledge of negotiation processes and strategies, contractual agreement development and management, and accountability frameworks and structures.
– Knowledge of the health care system and delivery, as well as the role, governance and relationships between different decision-making groups.

Communication & Interpersonal Skills:

– Demonstrated negotiation and mediation skills to promote collaboration and cooperation among parties.
– Verbal communication and consultation skills to interact productively.
– Ability to build and maintain partnerships.
– Written communication skills to present research analyses and convey information.
– Advisory skills to provide advice to other branches/divisions on best negotiation practices.

Analytical & Problem-Solving Skills:

– Analytical and problem-solving skills, together with policy research and development skills.
– Ability to understand, interpret and apply knowledge of complex legislation, regulations and policies.

Project Management & Business Planning Skills and Knowledge:

– Knowledge of business and financial best practices, including financial analysis, performance measurement, accountability, reporting and risk management.
– Knowledge of, and experience applying, research and project management techniques to lead, or contribute to, concurrent projects, negotiation teams and committees.

Salary Range: $76,382 – $112,555 Per Year
