The mandate of the Ontario First Nations Technical Services Corporation (OFNTSC) is to provide engineering and technical advisory services to all Unaffiliated First Nations and Tribal Councils in Ontario.

Key Responsibilities:

The Asset Management Engineer will work under the direction of the Director of Engineering & Infrastructure Services and the supervision of the Senior O&M Advisor to support the Operation & Maintenance (O&M) Program activities for First Nations infrastructure assets. This includes developing methods that help improve First Nations capital replacement and O&M funding and processes that ensure effective planning, acquisition and operation & maintenance procedures are applied in a cost-effective manner over the full life cycle of community infrastructure.

Major Responsibilities

  • Serve as a key member of the O&M team to drive Asset Management Planning and Climate Change Risks’ assessment services to all First Nations in Ontario;
  • Review and manage value-added strategies for capital improvements, with particular activities related to day-to-day operations & maintenance and planning of community infrastructure;
  • Providing advice, support and training to assess the risks and impacts of severe climate events on community infrastructure using the First Nation Infrastructure Resilient Toolkit (FN-IRT);
  • Develop effective asset management planning and procedures that help First Nations achieve short, medium and long-term sustainability of their community infrastructure;
  • Develop an asset management strategy, plans and analytics that incorporate current infrastructure data, condition assessments, assets performance monitoring, evaluation & reporting, climate & climate risk assessments, GIS/GPS, deterioration pattern and lifecycle cost analysis for First Nation assets;
  • Create asset management plans and analytics that incorporates current infrastructure data, risks and conditional assessments, climate & climate risk assessments, GIS/GPS and life cycle costing;
  • Provide strategic advice that ensures First Nations infrastructure and other community assets are operated & maintained in the most cost-effective manner over their full life cycle;
  • Provide support on First Nations’ current O&M reporting requirements and ensure reporting conforms to Indigenous Services Canada policies;
  • Collaborate with all OFNTSC program practitioners to ensure corporate programs activities align and are incorporated into asset management initiatives;
  • Ensure program reports & schedules are completed and submitted to the Director of Engineering & Infrastructure Services; and
  • Collaborate with various levels of government to advance asset management initiatives for First Nation communities in Ontario.


  • Engineering degree or College Diploma in Engineering Technology/Technician or another related discipline with relevant experience;
  • Licensed or eligible for license as a professional engineer in Ontario OR Certified Engineering Technologist and Technician or eligible for certification. Other certifications relevant to the position responsibilities will be considered;
  • Minimum 5 years of experience in planning, design, operations & maintenance of infrastructure assets, of which a minimum of 2 years work related to First Nations;
  • Sensitivity to the culture and empathy of First Nations peoples.

Conditions of Employment

  • Extensive traveling required through the Province of Ontario; and
  • Valid driver’s license with a good driving record.

Language Skills:    

  • Understanding of working with the Indigenous community is preferred
  • Understanding of an Indigenous language is preferred
